Ensure Investment in Public Services that Prioritize Women’s Needs and Social Inclusion
As the Chairperson of the Committee on Finance, Budget and Appropriations, her office diligently reviews all Plans and Budget of the Provincial Government of La Union to ensure that there is adequate investment in public services such as healthcare, child care, education, and social protection. Her Office advocates for budget reforms that ensure public services are fully funded and meet the needs of women, particularly those from marginalized sectors.

During the COVID-19 pandemic, various programs and projects were implemented to support the community. Personal Protective Equipment (PPE) was donated to medical officers and frontliners, while COVID-19 care packs, including vitamins, alcohol, face masks, and face shields, were provided to those in need. Relief packages were also distributed to COVID-19 patients, and a linkage to a donation resulted in the installation of an automatic disinfecting station.

In terms of peace and order, public safety equipment such as heavy-duty flashlights and high-visibility vests were supplied to barangay Tanods. Essential COVID-19 equipment and supplies, such as alcohol, disinfecting soap, and digital thermometers, were provided to all schools, alongside multifunction printers for all public schools in the city and province.

Promote Women’s Leadership in Governance
The Office of Board Member Chary Nisce actively promotes and advocates for increased representation of women in leadership positions across the province. Her office supports policies and programs that establish mentorship opportunities, enforce gender quotas, and create support systems for aspiring and current women leaders.
In 2018, Board Member Nisce organized the Federation of Barangay VAWC Desk Officers in the City of San Fernando, La Union, a key initiative aimed at addressing violence against women and children. She also currently serves as the President of the Local Lady Legislators League – La Union Chapter, an organization dedicated to empowering and supporting women legislators at the local level.

End Violence Against Women and Gender-Based Violence
The Office of Board Member Chary Nisce believes that violence against women and gender-based violence remain significant barriers to gender equality. Her advocacy calls for stronger implementation of laws protecting women and LGBTQIA+ individuals from violence, alongside community-based initiatives that promote awareness and prevention.
